Who are we?

Québec is a predominantly French-speaking province located in Eastern Canada. It is the largest province in Canada, with an area of nearly 1.7 million square kilometers, and ranks second in the country in terms of population, with 8.6 million inhabitants. Its capital is Québec and its largest city, Montréal.

With a nominal gross domestic product of nearly C$554 billion in 2022, Québec is in second place in Canada after Ontario.

The government’s debt management strategy aims to raise and low-cost funding while considering the risks related to fluctuations in exchange rates and interest rates. The government uses a range of financial instruments to achieve the desired proportions of debt by currency and interest rate, including interest rate and currency swaps.

This debt management strategy is managed by the Direction Générale des marchés des capitaux et de la trésorerie. This Direction can also carry out transactions for state corporations and government agencies that have authorized it to fulfil it on their behalf.
