Real estate market monitoring

As of October 1, 2020, the Québec government will statistically monitor the situation of foreign buyers on the Québec real estate market. Legislative and regulatory changes have been made to enable the government to obtain certain information in the event of a transfer of an immovable.

In October 2019, the Regulation respecting the form of presentation of the requisition for registration of a transfer of immovable PDF Document. was published in the Gazette officielle du Québec to specify the information that will be collected by legal professionals during a transfer of an immovable.

Information on citizenship will have to be entered by legal professionals in the electronic system of the Ministère de l'Énergie et des Ressources naturelles (MERN) and will be transmitted to the Ministère des Finances du Québec.

In order to assist legal professionals in collecting this information from their clients, the government provides them with a form.

Filling out this form is not mandatory to carry out a real estate transaction.
